In the 21st century, new and advanced technology develop over the speed limit and market economy is globalizing, which cause the competition among enterprises unprecedentedly fierce, the competition is the talents' one after all, who can manage and develop the human resources effectively, who can grasp the productivity of the knowledge-driven economical era. More and more rapidly and effectively is required on HRM (Human Resource Management) in these informational and scientific days, with the expansion of the working range of Human Resources Department, Human Resources manager's speciality ability is more and more required, it is very necessary to develop suitable HRMS (Human Resources Management system) for enterprises. Because it not only can treat the daily tedious business but also can collect various kinds of human resources information accurately and promptly for the administrator to carry on decision. While most domestic enterprises are still stay at personnel management or traditional Human Resources Management stage at present, some enterprises have adopted HRMS but are mostly in the low-grade application aspect too, so set up the management mode of human resources based on strategic development and adopt the advanced technological means, it is the question which the domestic user needs badly considering at present.With the development of Internet/Intranet technology, a lot of enterprises have set up their own Intranet network , utilize Internet to issue the enterprise's information, offer the online service; Can join each branch of the whole enterprise through the computer network, so enhance the Manage level and grade; Especially adopt Web technology , can realize collecting , issuing , storing , dealing with and exchanging enterprise's information rapidly through Internet/Intranet. This has offered the opportunity for realizing the Web-based HRMS.The paper studies the realization of Web-based HRMS. Firstly explains some theory knowledge on HRM, such as its concept, development course, main role, some main characteristics of new period, and the influence that some new technologies such as Internet/Intranet bring to HRMS. And carries on demandanalysis and system designs on HRMS. Probes into the development approach and realizing technology of the HRMS.The paper finally provides the Web-based recruitment administrative system instance, it realize some main functions of recruiting management module. Mainly include applying recruiting demand, examining and approving recruiting demand, making recruiting plan , issue recruitment information , managing job hunter's information, etc. it not only Can replace some daily recruit management tedious jobs but also can fully utilize Internet/Intranet to collect and issue information fast. The instance gives a good way to develop Web-Based HRMS.
