With the fast development of networks and internet, networks education hasbecome the mainstream of education development both at home and abroad, thedevelopmentalility, learning in coordination, shared resource and unrestrained space andtime create a learning environment in which the learners can take their study at will.Under such circumstances, an industry of E-learning at the range of the world isurgently needed for the technological standards to be followed commonly. The SCORMStandard developed by ADL Organization is comprehensively welcomed in E-Learningindustry. It is convenient for one course to be transplanted form one platform to anothervia the standard, to create the components to be used repeatedly for different courses,and to look up course references rapidly and precisely, which can thus enhance thesharedness and mutual manipulation of internet learning. However, because theunderstanding and application of the specifications and standards of SCORM forE-learning etc at home are still at the preliminary stage, and without the integrateddevelopmental tools for the courses in accordance with the SCORM Standard, thereforeit is necessary to take researches on the design of these tools.The thesis briefs on the contents and concepts concerned with the learningtechniqual standard of SCORM fist, next in combination with the traditional designingideas of course and based on the SCORM Standard, it brings forth six different courselearning strategies, and takes a concise account of the application of the standard in thesystem of course making. Then has an introduction of the relative techniques in theprocess of designing and realization of the course making system. Finally, it dwells onthe design and the realization. By the research taken in this thesis, we have had aprofound comprehension of the SCORM Standard, what is more important is that wehave obtained a whole set of reference schema for the design and implementation basedon the standard for later use.
