The learning content management system arise help relieve those problem, because of this system customize lots of learning style, such as ordering learn, guidance learn and search object learn, and this way can afford different learning style for learner, suit for different learner select different style for yourself.Learning content management system introduced the concept of learning object, learning object is reused learning resources but learning object is not equal learning resources, they are relation will explain in detail at learning object and learning resources lesson. Learning objects can be reuse and communicate in different learning management systems, need for make learning object according uniform standard.In china, main used CESTS-3 standard at present, This article used SCORM standard for make learning object. The SCORM standard has clear defined for learning object and system designer and so on. According to this standard can making a better system in reusability and compatibility. The emergence of learning objects between different systems to interact with learning objects is possible, increases the reusability of learning objects, however, the optimal learning paths for improving the efficiency of the system plays a vital role in learning, this article studies the system in individual put forward optimal learning path based on Memetic, for the provision of personalized learning navigation provides a theoretical basis. In the provision of personalized learning content, this article used neural network algorithm to determine student learning and then targeted learning content to provide the next step. The article also has detail research for neural network algorithms and the lack of algorithms to provide for improvements in three areas.this article from the start of learning content management system, research the current SCORM standard of online learning and then the system design personalized learning path and recommended personalized learning content making different from the past learning content management system research and design.
