With the development of the unmanned operation transformer substation and the foundation of the centralized control station, remote video surveillance system is becoming significant to know the conditions of the substations informatively. It gives the management and watchers facilities to surveil the running condition of the devices in the remote substations, to anticipate and remove failures and to handle abnormal incidents in real-time on computers.In this dissertation, the author has designed an image acquiring and compressing system that derived from the project of the image supervisor system of the substation of QuZhou electric power company, on the base of the digital signal processor. This system works as a PCI card on the computer in the electric power substation. It converts the PAL standard TV signal from the camera into digital image of 512 x 512.pixels size, and compress the image as the JPEG format file to save in the computer. The achievements of this dissertation are following:1. A main framework of the practical system is showed. And based on this framework the author has compared several schemes to find the final one.2. The video acquisition technique and application are discussed. And a design of image storing and accessing control based on CPLD is given.3. Explicitly expatiated the process of DSP's external memory interface and PCB's making.4. Discussed the algorithm and achievement of DCT and JPEG on DSP.
