Based on the discussion about the signification of irrigation districts for national economic and sustainable development of agriculture, as well as the important role of enhancing the management of the ground-water dynamic information in irrigation districts and the thorough analyses of domestic and foreign research status quo of the groundwater dynamic information management in irrigation districts, the paper ascertains the research subject of the groundwater dynamic information management system (GDIMS) according the matter of the fact in irrigation districts and frames the structure and function of GDIMS, then develops GDIMS adopting synthetically advanced computer technique, database management technique, in terms of the information system theoretic and software engineering technique. GDIMS achieves the management of groundwater dynamic information in irrigation districts with computers and enhances the modernization level of the groundwater dynamic information in irrigation districts.GDIMS composes nine function modules: general situation of irrigation districts, data recording, information query, graph drawing, report output, forecast, help, exit. It is developed by oriented object programming language — VISUAL FOXPRO 6.0. The main function module of GDIMS actualized by dropped menu and transfer administrative levels through multilevel menu. The system which has rapid response, simple manipulation, friendly user interface, all-sided data disposal function is preferablely practical, advanced and transplantable.GDIMS establishes the information database of the groundwater dynamic data in irrigation districts, as well as provides information retrieve modes and general data management function. On the other hand, it forecasts the groundwater level so as to provide essential assistant decision-making information for the water resources management departments. GDIMS establishes the well data bases not only for water resources estimate, utilizing, lay out in irrigation districts but also for actualizing the automatization, standardization, network of the groundwater dynamic information management in irrigation districts, thus it has important role for the development of the irrigation districts and the increasing of national economy.
