Water information is the methods and measures for water sections towards modernization,also is the infrastructure construction for water modernization.water information is the current development direction for water modernization.however,on account of the distribution features, development of water resource , the difference for existential problem, imbalance of regional economic evelopment and different sectors’different understand about water information, it makes many problems for progress of water information. It is more prominent in the management application of underground. At present,scattered construct, different informatization degree and the regional business contents is the status for groundwater information. In order to solve this problem, Bureau of Comprehensive Development Ministry of water resource carries out the system research about the management of groundwater resource, proposing data exchange format for constructioned regions and guiding opinion for regions haven’t developed information construction, to standardize business contents,transmission standard,data interface and technology application for various provinces and cities’groundwater resource information construction,laying a foundation for national groundwater resource management systemThis paper advances business requirement of groundwater management, firstly constructing national groundwater resource management system and developing a set of complete and visible groundwater management system on computer technology. On the basis of summary about the constructed groundwater information system, analyzing existing disadvantages and facing problems,and detailed discusses the business requirement of groundwater resource management information system, structure design,function realization and design the system structure, development mode and database structure.The system will be a good basic information platform for the realization of groundwater integration, scientific management of groundwater resource and advance of management and decision about groundwater resource management system.The system realizes groundwater resource’s management, analysis and evaluation of spatial information and attribute information based on component technology, network technology, database technology. The system is compose of spatial database management sub-module, attribute database management sub-module, basic information database management sub-module, service application and analysis sub-module, information publishing sub-module, system management sub-module. It can inquire about associated special information for groundwater on the base of access and construction of system spatial database.Through a variety of analysis and expression of basic information, the system can analyze and forecast the change of groundwater dynamics. It is also technical support for analyzing groundwater resource allocation strategy and exploitation potential, and investigates、evaluates the relational geology eco-environment problems about development and utilization of groundwater resources and has practical significance for scheme about pumping-limiting and prohibiting groundwater overdrafting area.
