The irrigation districts are the lifeblood of agriculture and the basis ofthe national economy, are the world as well as the country food securitysafeguard. The majority of the large-scale irrigation districts were built inthe early years of the new China, because of the lower project design andthe construction standard, the incomplete matching facilities, the materialproperties and stress state of the channel system structures changedconstantly under the impact of natural environment and human factors. Inaddition, the improper management and operation, and the rebuilding andrepair casued the occurrence and development of the project disease, andthe decrease of project function. The irrigation districts of the channelsystem structures emerged the phenomenon of aging diseases and damagesin varying degrees, some projects already could not display their functionsnormally, the project benefits were greatly affected, the national foodsecurity has been threaten to a certain extent. The aging diseases anddamages of the project of the irrigation districts, and decrease of irrigatedarea has caused all levels of the government and each relevant department attention, the state has gradually increased the input for the reinforcementand corollary equipment in irrigation districts, which has provided anexcellent opportunity for the treatment of the diseases of aging anddamages for the channel system structures in irrigation districts.The safety appraisal for the channel system structures is the basis forsustainable development irrigation districts and is an important element ofthe work for the reinforcement and renovation in irrigation districts. Inorder to guarantee the construction quality and the construction fundseffective use, improve the level and efficiency of transformation and thelevel of the management for the irrigation districts, so we need to carry outa comprehensive, systematic and scientific safety appraisal of the channelsystem structures for the diseases of aging and damages. The main contentsand achievements are as follows:(1)Modify and improve of the safety appraisal indicator system of thechannel system structures in irrigation districts.Take the earlier period research as the foundation, in view of eachkind of the channel system structures’s different characteristic, take thehydraulic factors and structural factors as the criteria, follow the principleof appraisal system’s structure matching with the irrigation districts’s thechannel system structures’s characteristics. Decompose a complex structureinto several parts and component with the hierarchical structure, modifyand improve each kind of the channel system structures’s safety appraisal indicator system.(2)Revise the safety appraisal standards of the channel systemstructures in irrigation districts.For the different channel system structures, take the safety appraisalindicator system as the foundation, revise the safety appraisal standards forthe each kind of the channel system structures in irrigation districtsaccording to the division standard of actual value, and combining with thespecific circumstances of the irrigation districts.(3)Establish three mathematical models for the safety appraisal of thechannel system structures in irrigation districts.Establish the Delphi method model using the Delphi method principlethrough the experts on-site assessment of the health for each kind of thechannel system structures. Then take the fuzzy mathematics as the tool,calculate all levels of indicator weight with analytic hierarchy process,develop the mathematical model of the fuzzy comprehensive evaluation.The Delphi model and the fuzzy comprehensive evaluation model arerespectively used to safety appraisal for the channel system structures inirrigation districts from qualitative and quantitative way. Make acomprehensive compare of the advantages and disadvantages of the twomethods, according to the results of two methods, establish consultationmethod for the final safety appraisal of the channel system structures inirrigation districts. (4)Make safety evaluation and analysis.According to the appraisal results, carry on the statistical analysis ofthe appraisal results of the different channel system structures, thestatistical contents of various types of the channel system structures aredivided into four levels which are the functional status, the structuraldeformation, the structure breakage and the foundation conditions, fromwhich we can obtain the overall security situation of each kind of thechannel system structures.(5)Develop the safety appraisal software system of the channel systemstructures in irrigation districts.Choose WIN XP Chinese platform as the development environment,use Visual Basic6.0as front-end development tool and select the desktopAccess2003database system as the underlying database platform. Use theADO technology accessing operation database, take the current popularmethod which is the object-oriented method as programming method,develop the safety appraisal software system for the channel systemstructures in irrigation districts. The software system have9functionalmodules including the basic information management module of theirrigation districts, the basic information management module of theconstruction in irrigation districts, non-destructive testing module, safetyappraisal module, the statistics and inquiry module of the appraisal results,the basic situation statistics module of the construction, the safety assessment and analysis module, the system setting module and helpmodule.(6)Apply the safety appraisal software system of the channel systemstructures in irrigation districts.Take the Xingdian irrigation district as an example, carry on the safetyappraisal computation of the ‘zonggan1#highway bridge’ at ‘zonggan’channel in Xingdian irrigation district. The appraisal results show that thesoftware system has well-calculated functions in the realization of thesafety appraisal computation of the channel system structures in Xingdianirrigation district. The Delphi method, the fuzzy comprehensive evaluationmethod and the consultation method are proved to be feasible to calculatethe safety level of the channel system structures in irrigation districts. Thesoftware interface is friendly, and the software is easy to operate andmaintain, the computation is highly effective and accurate. It realizes thesafety appraisal standardization and proceduralization for the channelsystem structures in irrigation districts, so the software has a good prospectand practical value.
