With the development of information technology, the traditional paper documents cannot meet office needs. In the Party and government institutions of ChengGong district, many offices started to use electronic technology including internet to transfer documents. However, a consensus has not been reached by all the offices; no effective information platform is available for unified management; the process of document transfer has not been standardized; monitoring and managing document transfers is difficult. To meet the current and future needs, a paperless automated system for managing documents was designed based on routines in ChenGong district.Starting with the introduction of the electronic document management system used by ChengGong district, this paper examines the problems in the system. The technique and the technology used was described. With structural analysis and design, the goals of the paperless automated system for managing documents are discussed. The business, data, functional and non-functional requirements for the system are analyzed in depth. The flow chart, data chart, functional data analysis chart and the description of the data dictionary of the system are provided. The architecture and the modules of the system were designed. An architecture diagram (H) of the whole system and functional diagrams for each individual module are provided. The diagrams show the modules for drafting, reviewing and final approval of documents. IPO graph and process flow diagram are also provided for each module. Entity relationship (E-R) diagram and database table structure were utilized for database design. This paper concludes with a summary of the research, potential deficiencies and future improvement to the system.
