At this moment, water environment safety of our nation is under great crisis. Urban sewage, including sanitary waste, industrial effluent, rural sewage and polluted rain is the main pollutant source of urban water environment. Therefore, collecting and sanitizing urban sewage in order to reduce the amount of polluted water is the key to improve urban water environment.In order to raise the collection efficiency and processing capability of sewage in Dianchi Lake watershed, ten sewage plants have been established in Kunming City. This has efficiently reduced the pollution load of sewage in Kunming. As the Kunming urban sewage disposing project evolves, it becomes urgent for governments in each level and the related managing departments to get accurate, thorough information on sewage’s quantity and quality in order to support the decision making of Kunming’s water environment improvement. Meanwhile, the live and dynamic monitoring data of water quality fetched from disposal process demands scientific management and analyzing.This thesis researches, designs and develops a urban sewage online monitoring and analyzing management system according to the actual requirement of administration sections of Kunming city, which provides accurate, thorough basic data of water quality to administration sections to realize dynamic, live management and analysis in order to raise managing efficiency. The main work of this thesis is as follows:(1) Analyses the operation flow of sewage online monitoring and analyzing management system.(2) Deeply researches system developing technologies and methods. The keys are B/S software structure, WebGIS, ArcGIS Server, Web Service technology and application of ArcGIS API for JavaScript in developing this system.(3) Combined with the actual needs, this thesis designs use case diagram of this system, completes database design and function design. Based on the technics and methods mentioned above, this thesis develops a "Urban sewage disposing online monitoring and analyzing management system" that enables storage, query, census, report generation of sewage disposing quality and quantity data.
