With the development of science and technology, information technology has become an important aspect of modern enterprises. How to design and development a monitoring system to meet needs of sewage treatment plants has become an important research direction. It combines automation and control technology, wireless network technology, information technology and other corporate office system together. Through analyzing the process flow of a sewage treatment plant and taking use of automation and control system, we design and develop an all-around monitoring system for it.In this paper, we divided sewage treatment plant into two parts and six systems. The two parts mean automatic control system office information system. Six systems mean Production planning management system, production equipment management system management system, production tools, production report management system, production technicians, and production management system data monitoring system. Through such parts and systems, the plant’s managers of can obtain its real-time running state and make appropriate decisions based on it.Technically, this article describes the various system development processes, from system analysis to system design in detail, until the final programming, deployment, testing, and operation. We leverage existing PLC automatic control system the sewage treatment plant to achieve industrial data collection and PLC industrial network technology and GSM wireless network technology to transfer data. Use case diagram needs analysis to object-relational data modeling diagrams, process flow chart to guide the feature implementation. In this paper, we use SQL Server2008as the database,.Net framework for the development, B/S as architecture model for information management systems. For displaying data better, this paper uses Visual Report Server technology, providing the formation of statements for the relevant officers.Through the all-around monitoring system, the sewage treatment plant achieves the integration of the production signals and management information. Among sewage treatment industry in the country, that sewage treatment plant is the first to propose information technology and practice to the entire process of production management system of enterprises, this paper describes the implementation of information systems in addition to the sewage treatment plant management level riding to a new level, what’s more, such system have important generalization value for other sewage treatment industry peers.
