The environment of human beings has become much worse, which has been noticed by the whole world. Although in recent years our government has made many methods to improve the quality of the environment, the end can not make us satisfied. With the developing of economic, environment protecting becomes more and more popular. How to take advantage of its resources and protect environment has been a very critical question for every country which want to develop. GIS (Geography information system) is a kind of technology which combines computer science, geography, information science and managing science. With the help of the computer GIS can display spatial data and other data in a way more simple. By the way of information technology, decision supporting system is a kind of information system which help to analyze, build and simulate the model of the environment. DSS can resolve unstructure questions and self-structure questions by supplying background materials, making sure of questions and models, and comparing potential resolution ways. It will be very useful to integrate GIS and DSS to analyze water resource.The author wants to integrate GIS and DSS in the developing and designing of Liaoning province's surface water geography information system. The author researches in integrating of GIS and DSS and provide solution ways; Provides frame of Liaoning province's surface water geography information system and designing for it's functions; Supplies models of pollution preview and water quality.From all, this paper is a protocol frame of Liaoning province's surface water geography information system, and this paper provides solutions for problem may meet in developing. The article guides the developing of Liaoning province's surface water geography information sys tem.
