With the development of national economy and the improvement of people's living standard, the health and security of water have been widely concerned by the whole society. Therefore, it is necessary to monitor water quality in real-time in order to ensure the health and safety of water. The traditional water quality monitoring is mainly based on the artificial. This kind of detection method can't monitor water quality in real-time and can easily lead to the risk of water health and security. The water quality on-line monitoring system can be used for monitoring for 24 hours without interruption, which can effectively reduce the risk events of water security. Therefore, the development of water quality on-line monitoring system has important practical significance.This paper is based on the prevention of secondary pollution of the Yellow River Diversion Project in Shanxi Province with the realization means of Microsoft ASP.NET, three layer architectures of B/S, SQL Server 2012 database management system and GIS system to develop on-line automatic monitoring system, through which can realize monitoring point management, data analysis, rights management, alarm management and equipment management and other functions and it will make the water quality monitoring more intuitive and convenient.This paper first researches the specific circumstances of the Yellow River Diversion Project in Shanxi Province, analyze the system requirements and discusses the feasibility of system development from three aspects of technology, economy and management; and then it combines the related knowledge and technology of on-line monitoring, and according to the system function requirements for the design, it designs five modules, which are monitoring point management module, data analysis module, rights management module, alarm management module and equipment management module; after that according to the system design plan, it adopts the software development tools for the realization of the system interface and code; at last, the scientific system test techniques and methods are applied to test the system.Overall, this paper successfully developed the water quality on line monitoring system of the Yellow River Diversion Project in Shanxi Province. This system can realize to monitor the water quality in real-time and can produce warning alert messages according to early warning parameters set in system. If occurs water pollution incidents, it will be timely disposed to reduce the effect of water pollution to industrial production and the daily life of people. So you can see that water quality on line monitoring system has important engineering application value.
