China’s media reform has always been one of the hot academic issues. The study of China’s media reform has been not only a part of the media reform, but also provided a theoretical basis for practice in the field of reform. According to different research paths and the breakthrough points, studies of media reform presented many theoretical research aspects and showed the complexity and richness of China’s media reform. Some scholars took advantage of media sociology to describe and explain media practice and media performance through field investigation and thick description.This paper will adopt the same research approach to show the changes of the media practice and characteristics of the reform of media with the example of Citizens and Society in the context of20years of China’s reform and social transformation. Through describing the development of Chinese radio and TV industry and the system of radio and TV in Shanghai, this paper will clarify the important social control factors influencing media practice----the administrative strength and market factor. On this basis, this paper will answer how administrative and market factors influence the media practice of Citizens and Society. In the field of micro media practice, this paper will show that the journalists how to use symbolic "resources" and discourse space to confirm the "mainstream media" status.
