Development application of network and application system which based on computer technology, communication technology, network technology and multimedia technology produces a large number of electronic documents. These documents make the digital resources which be managed and filed by system expansion. Today, the digital construction has become an important sign of evaluating an enterprise's information infrastructure and management. File resource informationization and information resources filed is an essential requirement of informanization.Electronic document management system as a new management style is a system with high technology, powerful universality and strict standardization requirement. The related technologies include data technology, full text search technology, OCR technology, double-PDF technology, electronic document storage format conversion technology, general report technology, digital signature technology, streaming media technology, mass data storage technology and etc. This system is an inevitable trend of file and enterprise management development, therefore it will replace the traditional file management style eventually.Firstly this paper analyzes the status and development needs of China's electronic file management system and analyzes the feasibility and system requirements by going deep into specific industry and application section, then puts forward the goal and tasks of building this system by referring to the international advanced electronic file management theory model---OAIS reference model and combining with the research aim. Secondly this paper elaborates the design of this system in detail, proposes an electronic document management system which based on C/S and B/S hybrid architecture, describes the technical features and setup of this system and introduces this system's security problems and solutions. Thirdly this paper designs the system function modules, pays attention to describe the business processes and implementation methods of the system function modules and discusses the establishment of the system database and the implementation of storing procedure. Finally, in the part of system implementation, this paper discusses the system data connection, database style description, and the building of development platform.
