The accurate and punctual collection of social insurance funds are the key factors of the social insurance system. They also affect the interests of the citizens and the stability of the whole society as well. In recent years, cases of delayed and insufficient payments happen frequently. Although the Department of Social Security of Yang Pu District had paid more attention to deal with these cases, however, there were still few improvements. The most important reason was that there was in-advance warning system. In fact, proper credit-based assessment mechanism should be established to help, rather than only relying on the staff's personal experiences. The model of fund collection was quite passive. It is the highest priority for us to shift from the previous passive model to a more active model.Based on the practical implementation of credit-based grading method into the collection management of funds in Yang Pu social security center, Firstly, the necessity of introducing Credit Rating Model in this area according to the insufficient of present funds management mode is defined. Secondly, the Social Insurance Fund Collection Ledger, Collection Management, Customer Management are analyzed. Work flows of social insurance funds collection management are discussed. Thirdly, the structure of the system is analyzed and the subsystem such as the Fund Collection Management, the Statistical reporting of Fund Collection and Customer Credit Management is designed. More emphasis should be put on discussing how to do cleaning up, integration and transformation to decision tables on those historical data which record the arrears, discharge and feedbacks of those customers. Meanwhile, the thesis focus the application of the C4.5 decision tree algorithm into the designs of the credit-based grading models, the grade classification rules and the deployment of our proposed credit-based grading model into real systems. Finally, the method to transfer data results through data mining to practical application value and guide the change of social insurance funds collection management mode to improve the collection rate are discussed.
