The seminar on the reform of National University Press system was held in Guilin Province on Nov.25,2006. Wu Shulin, the Deputy Director of the General Administration of the Press and Publication, emphasized that deepening the reform of university press is the only way to develop the university press. At the beginning of 2007, the General Administration of the Press and Publication and the Ministry of Education formulated two documents, The Implementation of the Reform of University Press System and A few Suggestions on the Experimental Work of the Reform of University Press System, which made clear regulations on the guiding ideology, wok principles and implementation steps about the reform of University Press. The National University Press held a conference in Nov,2007, which further mobilized and deployed next step of reform and development. It was decided in the meeting that the reform of the University Press system would take the principle of "first experiment and expansion to other places gradually", and complete the reform of experimental work by the end of 2007. According to the requirement of the General Administration of the Press and Publication and the Ministry of Education, the system reform of all university presses must be finished before 2009, from then on Chinese University Press will step into a new transitional period.After the system reform, the University press would appear in the publishing market with a new look and the competition would be all-time fierce. Facing the unprecedented challenges and opportunities, the China's University Press has developed in a way "strong stronger, weak weaker", such as Guangxi Normal University, Beijing Normal University, Southwest Normal University, those "Normal Legion" Press developed rapidly and the total price of book publication has continued to increase, whereas, the sales of some other university presses dropped rather than increased, they even hardly maintained daily operations, which resulted in a burden of universities, not to mention creating economic benefit for them.The reason why those presses which had a good momentum of development could take advantage in a new environment is that they had core competence. Along with the gradual change of the publishing methods, the standardization and fairness of the market order, the competition among those university presses is actually the competition of core competence. Therefore, under the circumstance of initial completion of University Press reform, it is highly significant to discuss how to build the core competence and where the way out is for the University Press.The thesis is divided into six parts. The first part is introduction, focusing on the explanation of the practical and theoretical values of studying the core competence of University Press on the background of system reform and briefly reviewing the studies of related fields at home and abroad, introducing the research methods used in this paper. The first chapter mainly discusses the major problems existing in the University Press before the system reform. This paper gives a detailed analysis about the system and mechanism of the University Press before system reform and difficulties for them to adapt to the new environment, so the system reform is imperative in the new times. The second chapter illustrates that how the University Press would appear in the publishing market after system reform. The author of this paper believes that the University Press after system reform would a modern cultural enterprise which has the courage to shoulder the social and cultural mission and fight against the market storm and exploit innovations. Chapter three analyzes the environment after the system reform with the method of SWOT frequently used in Business Management. The difference of the living environment inevitably stimulates the transformation of the University Press. Trying every effort to improve core competence is a major guarantee for University Press to realize development by leaps and bounds. Chapter four, the major chapter in this thesis analyzes the core competence of the University Press step by step starting from the core competence concept in business. The pith of the core competence lies in innovation, so this chapter will talk about "innovation" and put forward several main measures to improve the core competence of University Press.The fifth chapter is case analysis and study. University presses not only have common core competence, those presses which develop quickly and have achieved great performance own particular competitiveness. This thesis takes four representative presses as examples. Among these four presses, some step on the cross-industrial and cross-regional Group by connotative development and self-fission, some take the advantage of self-owned specialty focusing on "small but excellent, particular and outstanding", so as to expand and develop quickly and effortlessly in the competitive publishing market.
