With the development of the times, culture as a kind of soft power is having an increasing impact on the politics and economy. Since the 17th CCP (Chinese Communist Party) Congress, the Party for the first time took "culture" as the theme of the 6th Plenary Session and published "The Decision of Deepening Reform in Cultural System and Greatly Promote the Development and Prosperity of Socialist Culture (The Decision)" to highlighted the significance of reforming cultural system for the development and prosperity of socialist culture.Publishing is one of the most important parts of cultural industry. So the reform of cultural system has also led to the reform of publishing industry, and the system reform of University Press has a leading role for the entire publishing industry.In 2007, the University Press started Enterprise Restructuring. At the end of 2009, with the exception of a few University Presses retained in administrative sector, other University Press has been basically completed the restructuring work. How to seek development in the fierce market environment and how to supply better teaching and research services in their university for the University Press after Enterprise Restructuring has become a must face and a careful study problem for national University Press.Over the years, University Presses have been categorized into administrative sectors. Although University Press also implemented the "institution, enterprise management" on the restructuring road, but they still only rely on publishing resources of their alma mater to maintain the operation. They still refer to management specification of institutions for their business operation and personal management. This lead University Press to be lack of awareness of market participation and competition, make them unable to bear the responsibility of self-management and self-financing as enterprises. So researching the restructuring of China University Press has practical significance. And the restructuring mode selection will directly affect the reform achievement of sustainable development after the reform of the University Press.This article firstly sorts out the restructuring of China University Press systematically and discusses motivation, track and facing challenges in the process of restructuring for Enterprise Restructuring of China University Press. Secondly, the article introduces the development of Fudan University Press on the basis of Fudan University Press as the main object of study. The article elaborates the process of enterprise restructuring of the Fudan University Press in terms of four aspects:background, solution for restructuring, process of implementation and difficulties of restructuring. Base on the summary of the achievement and experience of Fudan University Press after restructuring, the article explores the effective ways to deepen the reform of the China University Press, that is, establish and perfect the corporate governance structure, promote the diversified development of University Press through personnel training and resources development, digital development strategy of China University Publishing enterprise.
