With the establishment of modern enterprise information system and high-speed development of society economy, the enterprise human resources has more and more become the significant factor which has dominated the subsistence and development of the enterprise, thus the enhancement of the effective management and operation of enterprise human resources has become an essential means to improve the competitiveness of the enterprise.The author researched the development of domestic and foreign on HRMS , workflow and Web technology ,thus put forward a practically HRMS framework and Performance Appraisal arithmetic. I have developed a Web-based HRMS for enterprises implemented by Delphi 7 related technologies. This system includes nine modules: Personnel Information , Attendance Management, Training , Employ Service , Performance Appraisal, Payroll Benefit, Recruitment, system maintenance, report forms Service. The system researched a Web-based HRMS for the large enterprises implemented. It made use of WEB server application program technology under B/S structure and dealt with little report forms and print under C/S structure application program on human resource department.The paper discussed systems analysis, overall design, system implement and key technology implement.
