With the growing popularity and promotion of 3G technologies, competition for the terminal users among China Telecom, Mobile and Unicom is becoming increasingly fierce. In order to hold a dominant position in competition, China Telecom has increased the socialized proportion of terminal sales. With the increase of socialized proportion of Telecom's terminal sales, the competition among the terminal dealers is more and more fierce. Because of the particularity of communications products and marketing, competition among dealers has been transformed from products and market competition into information and time competition. Only by constantly improving the efficiency and level of business management can the dealers gain a competitive advantage in terminal sales. For the terminal dealers,besides establishing a scientific, comprehensive marketing mode, and formulating the corresponding management system, it is essential to establish the terminal management system which is suitable for their own management modes to help companies get through the information barriers,and to improve the management level and competitiveness.According to software engineering,after deeply researching and analyzing the business and management process in Zigong Hongyu Telecom Co. Ltd. and Neijiang Central Plains Communications, Inc., with the help of perfect network environment and mature development platform, this thesis puts forward a design scheme based on C/S mode of Telecom terminal sales dealer management system; and analyzes the system from user requirements,functional requirements,security,feasibility and other aspects; by taking Delphi+SQL Server2000 as the development platform, it designs the function of system rights assign of users, system management, mobile management, number card management, sales management and other functions, and achieves managements over the chain of telecom terminal sale from procurement, inventory, sales, service, finance. The design integrates management and data of enterprise business and improves the efficiency of enterprise in dealing with daily business, and details the responsibilities, which plays significant role in improving the internal management, compressing the scale of investment, accelerating cash flow, and reducing investment risks. By the combination program of" Black box"+"White box", the system tests comprehensively and achieves the expected goals, finally meets user's requirements.Now, the system has been put into use in Zigong Hongyu Telecom Limited and Neijiang Central Plains Communications, Inc.Perfect function, beautiful interface, easy operation, stable performance, high security features of the system have been affirmed by the users. Through a period of time's using, the system runs well, brings convenience for users in managing all aspects of the terminal sales, specifics company's management processes, and enhances the company's management efficiency and management level.
