All the effect items (including effect value, benefits value and utility value), were designed to be input in the same interface, so the three analysis methods can be finished contemporarily.The input of the basis data of the subjects, made the information more completely, and can be used to the comparative study of the population, make sure the completely of the study.The function of the Delphi is strongly, it is a ideal tool to develop a new data base. The man-machine conversation interface, and the results interface of data input , cost-effect analysis, were designed by Delphi. The transfer and the explore to the data base were carried out through compiling the function and the process.The evaluation result, increment cost analysis result and the sensitivity analysis result composed of the result analysis interface. It also can be a good reference in many ways like: clinical drug use, invention of novel drugs, the decision of administration department in designing the health resource, so it had a great possibility in applying.
