The management of district is a typical MIS (the management of information system). The development of this system includes both building and protecting its database behind and developing its application program before. To the former one, it needs to build a database,which could keep the application program communality and safety. And to the latter one, it needs the application program to have good function and to be easy to use.This thesis depended on practical application of Meishuguan district property management,after having deeply investigated the present situation and procedure of the management of the housed,based on C/S(Client/Server) software development's characteristic,having learned MS SQL Server, Delphi and database. I developed this system. It includes the following management items: Management department, Engineering department, office, Public security department, Manager's room, Management Dept, Finance department and System management. The design of this system combining the actuality of housed management,and adequately considering capability,security,parallelism,convenience,strictness,expansibility etc.By running this system, it shows good property. It can basically satisfy the residents', the workers'and the managers'need.Meishuguan district property management system referenced a lot of books about management system development,involved server knowledge: software engineering, programming,database designment and optimization,computer security and so on. In practical applications,the system has given the district's property management with a clear convenience, and residents and staff also raised a number of new requirements with the using, the system will continue to strive to be better. After been modified,the system can also be well applied in other districts,it has some guiding significance for other districts cchieve property management information, paperless, standardized.
