China’s postdoctoral system started in1985,which is supported by comradeDeng Xiaoping, proposed by Mr. Li Zhengdao and approved by the state council.Shandong province is one of the earliest provinces and municipalities to carry outpostdoctoral work. Provincial department of human resources and social securityundertake postdoctoral daily management work. Shandong provincial postdoctoralsystem has developed and grew quickly from scratch, from small to large in26years.But in terms of performance management of postdoctoral station, at present, there stillexists many disadvantages,such as the performance management system is notperfect,performance management is single and performance management is lackof incentive mechanism and constraint mechanism and so on.It needs to make a newimprovement on performance management in order to adapt to the development of thePostdoctoral performance management under the new situationIn this paper, the author finally selects the balanced scorecards as performanceevaluation tool for postdoctoral station of Shandong province, which is according tothe existing research theory and results, combining the actual management ofpostdoctoral station, using the research methods of literature view, empirical analysis,comparative research and integrating theory with practice. By analyzing the currentstatus and problems of performance management in postdoctoral station, the authorputs forward the necessity and feasibility of introducing the balanced score card. Andclassifies to construct the corresponding balanced scorecard, which is according to thedifferent nature and characteristics of postdoctoral research station and scientificresearch workstation. Finally, the author puts forward corresponding securitymeasures of organization and implementation through the analysis of introducing theobstacles of the balanced scorecard.In this paper, we study the application research of balanced score card from theoriginal enterprise extending to nonprofit organizations, which concretely apply topostdoctoral work in business management, further guide and help the postdoctoralstations to understand performance status in time, find their own advantages and disadvantages, actively take effective measures to achieve the purpose of improvingperformance of postdoctoral stations. At the same time, the balanced scorecard alsoguides and helps provincial department of human resources and social security tostrengthen strategic management of postdoctoral stations, establishes scientificperformance management system and improves the effects of managementcommunication, improves the quality and level of government public service, andfurther improves the efficiency of management.
