With the rapid development of higher education, the mission of higher education in our country has already changed, from the original tradition education to personnel training, scientific research, social services and cultural inheritance innovation. This put forward higher request to colleges, also increase more difficult to measure and evaluation the management of colleges. Therefore, how to highlight the strategic target and mission of colleges from teaching, research and service, and realize comprehensive measurement and evaluation the management of colleges, enhance the effect of performance management in colleges, is a major problem in the management of colleges.Balanced Scorecard as a new management tool appeared in the1990s. Starting the strategy of organizational, form a set of performance evaluation system from finance, customer, internal processes, learning and growth four dimensions. Introduced the balanced scorecard theory to the performance evaluation system of colleges, will be a positive influence on the strategic goals.This paper introduces the basic theory of performance evaluation and the balanced scorecard, including the concept of performance and performance evaluation. Analysis of the development, basic structure and content of scorecard, provide a theoretical foundation for applying the Balanced Scorecard in the performance appraisal in universities. Through describe the performance evaluation and the problems of colleges, analysis the necessity and feasibility of the Balanced Scorecard performance evaluation applied to colleges. According to the intrinsic properties of university performance, transform the dimensions of Balanced Scorecard, preliminary design the Balanced Scorecard indicators system of colleges and taking A University as the case study. In this paper, based on the four dimensions of Balanced Scorecard, combined the status of performance appraisal of A university, to establish scientific and reasonable performance evaluation indicators for A university. Using expert scoring to determine the weight of performance evaluation indicators, so as to establish a perfect performance evaluation system. The paper finally puts forward the guarantee mechanism of the performance evaluation system.According to the theory of balance scorecard to establish the performance evaluation system of A universities has a great reference value to improve the performance appraisal system.
