The concept of the right of access to the media is derived from the western communication theory, which is involved the relationship among government, media, and public. According to theory about the right of access to the media, public is regarded as the subject of right, and it maintains that mass communication should be open to the public due to its public character. However, in the traditional media environment, the mass media was hold by the minority, representing the interests of upper class, and the contents of media are full of the code about government, big financial groups and social elite, lack of information about the general population and disadvantaged groups, even distorted their information, which lead to social inequality in public space. From the perspective of the social development, the right of access to the media is the main way to realize the modern democracy, and public must have their own approach to be close to media and use mass media.This paper studies the development and evolution about the right of access to the media, compares the change about the subject of this right, the permit of media launch, media organizations and media content in the traditional media environment with internet media environment, to explore the breakthrough about internet media especially Web 2.0 media on the right of access to mass media. It is found that subject of this right appear a downward trend, that means in the web 2.0 age, a wide range of public have the right of setting up their personal websites, therefore, the public change their position from passive audient to the active propagator, which means everyone can be a reporter, and it also changes the way of news production, public can express their views and opinions in the internet platform, which gives public a great deal of speech power, and the right of access to media to the public obtain unprecedented high level in the internet media environment.
