University library is honored as'the university's heart','the second class of school', which undertakes responsibilities of providing information, helping teaching and research. Especially entering the 21 st century, people devote much attention to the students'quality education, and reacquaint the cultural industries, which makes the status of university library raise. However, because of simple and boring work in the library, and the current performance management methods and forms are dogma so that the library on a wooden and rigid system is very difficult to satisfy the readers'demand. Therefore, the article via the case of H University Library, takes the scientific outlook on development as instruction, analyzes its status and problems, perfects the performance indicators and improves the evaluation methods, embodies the characteristics of the university library, establishes a science performance management system, motivates librarians'enthusiasm, initiative and innovation, increases their service qualities and capacities, meets the demands of readers.1. This article combines the work in library, adopts the methods of reference and expert advices to determine the performance indicators of the H University Library, uses the Analytic Hierarchy Process to assign the weight, solves the problem that the performance indicators do not embody the characters of library and are blurry.2. The article learns from the nissin work act of Haire firm to create "Statistics on the Workload of Librarians", "Analysis Table", "Monthly Workload Statistics of Librarians", provides some quantitative bases for the performance appraisal, solves the problem that H University Library doesn't have bases for performance appraisal.3. The article points out that assessment by the leaders, colleagues, readers and themselves replaces only by the colleagues, the appraisers must understand the nature of the work and the work performance of the appraisees. It can increase the authenticity and comprehensiveness of assessment, solves the problem that appraisers of H University Library are unconscionable.4.The article creates "The Summary Form of Performance Feedback". The leaders and librarians analyze the results of performance together, and advance performance improvement plans, solve the problem that H University Library has no performance feedback. Finally, the new performance management system of H University Library is used in practice, and the virtue of the new performance management system is pointed out.
