The RIA-based WebGIS technical framework, based on B/S architecture, which is easyto deploy and maintain, can bring a positive user experience like the application system basedon C/S architecture. Data of rainfall and water received by telemeter device can be reflectedin real time and dynamically on WebGIS platform and displayed by the histogram anddiagram of curves in the real-time rainfall and water information system, which can help thestaff to make the right and up-to-data decision.This paper combines the Flex technology, the ArcGIS Server platform and the Java EEarchitecture to discuss the design and implementation of real-time rainfall and waterinformation system. Based on the analysis of the developing situation and the application inWater Resource Conservancy of WebGIS, it introduces the basic theory of Flex,ArcGISServer and Java EE architecture, analyses the ArcGIS Viewer for Flex architecture, discussesthe user requirement and design of real-time rainfall and water information system, anddevelops the system.This paper introduces a new implementation method of WebGIS by discussing the designand implementation of real-time rainfall and water information system,that is the client-sideuses the Flex technology and the server-side uses the combination of ArcGIS Server platformand Java EE architecture. In this two kinds of program developping methods are introduced,one is the development of function with the service supported by ArcGIS Server, and the otheris the development of business function based on Java EE architecture.The combination ofthem make full use of their advantages,which shows a new idea of WebGIS development.
