With the rapid development of the military information construction, the informatization infrastructure construction of frontier defence has been made considerable progress, which provides frontier guards with condition of the further improvement of the border management and control capability. But it is yet an urgent problem that how to quickly, timely, efficiently manage and use the information to deal effectively with unexpected events and perform the deployment of the border,To satisfy the frontier guards'demands of digitalization and visualization of the border management, real-time and network-based grasping border informations, and rapid scientific decision-making at the border emergency disposal, the paper combines with the techniques of WebGIS, Web Service, AJAX and SVG to design and implement an information prototype system of management and control for frontier defence, based on the actual needs for the boder control and the shortcomings of the existing systems. It realizes functions of map operations, spatial query, real-time position monitoring, geographic analysis, military plotting, command and communications, users login, privilege management,and so on. To efficiently solve the problems of spatial information hugeness, response slowly of system, high developed the efficeincy of spatial query and analysis, the data organization, transmission and interactive strategy are focused on.The simulation and performance test on the prototype system proves that the programme is entirely feasible.Although this article is for the border control system, it can achieve the same reference value for other similar systems.
