Suitability Of Evaluation Of Urban Master Planning Of Gulang

In the formulation of urban planning,the implementation assessment of comprehensive planning is especially important,and it aims to enhance the effect of planning and ensure the effectiveness of planning.During the planning implementation,the implementation assessment shall be conducted regularly,to strengthen the regulation and guidance of planning for urban development and update the scientific measures of planning through the feedbacks of force and effect,thus to guarantee the scientific implementation of urban planning and strengthen the authority of planning.Meanwhile,high-quality assessment would summarize and analyze the implementation of comprehensive planning objectively and comprehensively,so as to find problems in the work and process of the implementation of urban planning.Based on the analysis,the follow-up planning implementation can be modified,which will be of great guiding significance for the formulation of the next-round planning,and guide the urban development construction in a better way.Currently,most theoretical researches and practices concerning the implementation assessment of comprehensive planning are oriented for cities in coastal developed regions or major western cities,and there is a lack of practical experience in less-developed regions.However,it is not reasonable to use the same assessment system,methods and standards as that of developed regions to assess the implementation result of comprehensive planning in less-developed regions accurately and scientifically.Consequently,differences in the economic and social development,quality of urban-rural development,load of eco-system,urban-rural dual structure,etc.between regions must be considered.Furthermore,it is urgent for less-developed regions to construct an appropriate implementation assessment index system for the comprehensive planning.In this paper,theories and practical experience regarding the implementation assessment of comprehensive planning in advanced cities at home and abroad are concluded,and problems in the assessment of comprehensive planning at the present stage are obtained through comparison.According to the case analysis,it is found that there are few researches on the implementation assessment of comprehensive planning for less-developed cities.Secondly,with the recent construction of comprehensive planning as the object of assessment,the suitability of implementation assessment of comprehensive planning for less-developed regions is taken into account by combining the features of the formulation and implementation of comprehensive in China.Finally,the assessment of urban planning from three levels,the implementation effect,implementation process,and regional suitability of planning,is confirmed,covering the six sub-levels,namely the implantation of comprehensive goals,implementation of spatial layout,implementation of policies regarding the planning,implementation of special policies,quality of urbanization and urban-rural comprehensive planning,eighteen factors of the sub-levels and 66 single factors,which constitute the implementation assessment index system.Eventually,empirical studies are carried out for the assessment system,the implementation of comprehensive planning for Gulang County is assessed,and the final assessment results are obtained.Meanwhile,problems incurred in the planning implementation and influence factors are further analyzed,and the deviation analysis is carried out from four dimensions,including the inevitability of deviation,planning formulation process,administration of planning implementation,and influence of external factors related to the system.
