An Evaluation Study On The Implementation Of Urban Spatial Planning In Juye County

In May 2019,the State Council of the CPC Central Committee issued "several opinions on the establishment and supervision of the implementation of the land and space planning system",which clearly requires the establishment and improvement of the dynamic monitoring,evaluation and implementation supervision mechanism of the land and space planning.Implementation evaluation is an important basic work of land and space planning.Its main purpose is to systematically evaluate the implementation of the current planning,analyze the existing problems in the process of planning implementation,find out the causes of the problems,and put forward solutions.Based on the compilation practice of "Juye County land space planning",taking the current urban overall planning and land use overall planning as the evaluation object,this paper evaluates the implementation of planning objectives,urban and rural spatial pattern,element resources and facilities allocation,and puts forward the main existing problems and suggestions,which lays a foundation for the compilation of land space planning.This paper combines the author's work and management practice,including the following main contents:1.Deeply analyze the policy background and practical requirements of the implementation of land and space planning in China,and establish the framework and evaluation points of Juye County's planning implementation evaluation by summarizing the theoretical research,technical methods and practical experience of planning implementation evaluation at home and abroad.2.Combined with the linear spatial planning and implementation of Juye County,this paper uses qualitative and quantitative methods to carry out vertical and horizontal comparative research from the aspects of target positioning,spatial pattern,element allocation,etc.,and summarizes the implementation and problems of the planning.3.Based on the compilation of land spatial planning and the demand of urban and rural development,some suggestions are put forward for the key issues such as multi compliance,index coordination,industrial development,urban system and land intensive use.Juye County spatial planning implementation evaluation work is based on the local development reality and future trends.Its evaluation framework,method and focal points are not only universal,but also special.The evaluation results are mainly used in the preparation of land spatial planning,and can also provide reference for similar cities.
