Study On Industry Competitive Intelligence Of Hunan Province

Industry competitive intelligence(ICI) service of Hunan province is one of regional competitive intelligence service. Based on geographical relations, through collecting and analyzing the industrial competitive environments information, regional competitive intelligence serves for strategic decision of government departments, industries and enterprises in certain region and strives for regional competitive advantage, including a series of competitive activities. The main causes of it are the imbalance of regional development, the social competitive focus diverting to economy and technology, the significance of industry clusters to creating competitive advantage for enterprises and industries and industry policy made by government not according with the practice of enterprises.Sponsored by Hunan provincial Party Committee and Hunan Provincial Government, organized by Hunan Provincial Science & Technology Department, carried into execution by Hunan Institute of Science &Technology Information Research, industry competitive intelligence(ICI) research of Hunan province is main for the development of fourteen new-style industrialization industries. The core institute for research and service is Hunan Provincial Competitive Intelligence Center. Under the guide and support of government, Hunan Provincial Competitive Intelligence Center popularizes and gains ground CI energetically, forms unique work-style itself, gains some breakthrough on the study of CI theory and practice and attracts much attention. This paper aims to summarize and conclude the practical experience of industry competitive intelligence in Hunan province, with particular reference to other regions which are interested in industry competitive intelligence.This paper introduces the general situation of industry competitive intelligence in Hunan province, analyzes the advantages and opportunities for the development of industry competitive intelligence in Hunan province and points out the construct route, general frame and construct aims. On the basis of these, This paper advances four basic theories——Industry Cluster theory, Michael Porter's Five-Force Model, Long-Tail theory and Hunan Culture, and main principles——"limited aim and function" rule , demand-guide rule, complementary rule and leading rule , which are put forward during the practice of industry competitive intelligence in Hunan province. Then it expresses in detail the collaboration mode, the collection-edit-issue mode, product and service model and human resources model of ICI in Hunan province. finally, it indicates the key success factors of ICI of Hunan province——the guide and powerful support from government, combination with the development and advance of Hunan industries, scientific and reasonable cooperation mechanism, focus on the popularization of CI, various CI service mode and so on.
