In the knowledge economy age, person with ability is the first product factor, and also one of the key factors deciding the success of the enterprise. How to implement human resource management effectively is a required course of enterprise on their desk, while performance management is the core of HRM. However, a great many enterprises meet some common problems when they carry out the performance management, such as how to design one effective and operational performance index system, how to collect performance information effectively in the process. In the meantime, the enterprises always regard performance management simply as performance evaluation, while neglect managing the process. So how to standardize enterprise performance management system more effectively becomes a critical task for all domestic enterprises.The production department is the base department in the enterprise. It can influence the production quality and enterprise output. Whatever, performance management of production department do not been attached enough importance to in domestic enterprises. In many production departments, as the result of lack valid employ performance management, employees have neither passion nor efficiency at work, even leave the enterprise. These phenomena have reduced the competition of enterprise. Therefore, enterprises must strengthen the employee performance management of production departments.Therefore the thesis set up a new performance management (PM) system frame for enterprise producers with basic PM theory and thought and combining the production characters and the speciality of producers, then design the PM system in detail: analyze the performance management problems at present by using the knowledge and thought of performance management basing on the company stratagem, bring forward the new general flow of the PM system, set up a suit of performance evaluating index system with expert investigation method, questionnaire investigation method and face-to-face interview, establish index weight with Analytical Hierarchy Process (AHP), and then evaluate the employees'performance using Fussy Evaluation Method. Finally, design other four parts of new performance management system in detail: first of all, expound the key point been considered when designing, expatiate how to make performance plan, how to do performance control, how to evaluate the workers'performance and how to deal with the evaluating results,design the main work, the needing method, and design essential chart.The thesis does demonstration research taking some production enterprise (A company) winding workshop operative as study object. Partial scheme has already been implemented into the workshop performance evaluation, gained preferable effect, and offered basis for upper performance inspiriting.
