At present,the power capacity exceeds the demand,demand difference between the south and the north is bigger.The relative amount of north China electric power supply and demand balance,overall easing south China regional power supply and demand,the northeast and northwest power supply glut.Utilization rate of thermal power set is greatly reduced,the thermal power enterprises are facing the market pressure to compete with each other.Thermal coal prices continue to run high,in the case of coal linkage mechanism has not yet perfect,cost is increasing year by year,the specific reason is mainly classified into two categories,the first is the fuel cost problem,the second is the environmental protection question.This makes coal cost volatility,low utilization condition.Enterprise obviously insufficient preparation ability,thermal power enterprise benefit will be compressed further.In recent years,Most thermal power enterprises have begun to adopt strategic adjustment,organization from the structure and process reengineering and other reforms.While performance appraisal is the key of the reform.Enterprise is dependent on the performance appraisal,it is through the certain period to test and evaluate the work of the staff and the management system of ability level,its effective implementation,enterprises may,according to a report the situation to study every employee contribution to enterprise do what,how much do contributions or what problems,problems are serious.Provide data support for the enterprise human resources department,help enterprises to understand the dynamic employees,improve employee performance better,eventually achieve the overall goal of the enterprise.In the face of the current electric power industry development and market demand,the domestic power generation enterprises and power generation enterprises in developed countries,compared to the performance reviewsystem exists weakness,mainly based on subjective and experience judgment as the main basis of performance evaluation model,the lack of fairness,objectivity and accuracy.To stand in the rapid development of economic market is not to be eliminated,it is necessary to change the status quo,change the existing performance evaluation system.The new performance appraisal system to improve performance;Improve the core competitiveness of enterprises,we should do it according to different employees in different situation,combined with its contribution value,scientific appraisal,improve efficiency,help enterprises to develop healthily.In this paper,through literature research,the multidisciplinary integrated method,system analysis and research method,first of all to the actual situation of Electricity production department and the performance review of current situation to carry on the detailed elaboration,establish performance appraisal is carried out in the superiority of Electricity production department.Combined with years of working experience in the power industry itself,according to the relationship with the performance management and performance appraisal content of theory,find out the existing problems in performance appraisal.Secondly according to find out why the original performance evaluation system and use scientific and effective performance appraisal tool,KPI,the balanced scorecard method,etc.,put forward the corresponding solutions,and then according to the previous analysis from the design principle,design basis,evaluation index system of design and examination of implementation of the performance appraisal to improve the design.Finally the countermeasures and Suggestions of the implementation of performance appraisal system design in detail in this paper.
