The "13th Five-Year Plan" period is the winning stage for building a well-off society in an all-round way in our country and the crucial period for comprehensively deepening the reform.As a basic industry for national economy and people's livelihood,electricity not only provides energy for economic development and industrial restructuring,but also matters for social stability and prosperity of the country.In the face of the dual pressures of fierce market competition and internal enterprise modernization,there is an urgent need for a scientific,rational and practical performance management program to continually improve the management level and strive to build the core competitiveness of enterprises.In recent years,due to the slow economic recovery in the financial crisis,A power plant's profit growth in production was sluggish.Coupled with the continuous rise in the price of coal and the continual adjustment of salary standards,the burden of energy saving as well as cost reduction has been more wrapped up.On the contrary,due to lack of pressure transmission,the four production plants---Chemical water,heating power,steam turbine and electric that bear the lifeline of A power plant do not provide strong support for the energy-saving and efficient development of power plants.At the same time,the performance assessment of the power plant at this stage is "on paper,hidden in the desk," and its"shape" is greater than "real" in the implementation process,resulting in a mere formality in the performance management of the entire production department.In addition,there are many flaws in the design of performance appraisal indicators and implementation of performance management processes in production departments.Therefore,setting up a set of effective performance management plan for the production department not only can improve the management and work level within the department,but also is an important measure to promote the good and sustainable development of the enterprise.Based on the background that the power enterprises are facing with as well as the great significance which the performance management brings to the thermal power enterprises under the "13th Five-year Plan for Electric Power Development" in China,the author briefly described the basic theory of performance management knowledge in this paper.Then on the basis of the previous research work,the "A Power Plant Production Performance ManagementPresent Situation" questionnaire survey was carried out to help learn more about the status of the performance management of A power plant production department and the main problems,and then analyzed the deep-seated causes of the problem.Later,the author used the idea of Balanced Scorecard and the redesign of Key Performance Indicators to optimize and improve the existing job responsibilities and assessment standards in the production department of Power Plant A,and proposed a performance management optimization plan.Based on the "PDCA" cycle,this paper elaborated on the optimization scheme implementation process in detail from planning,implementation,assessment,feedback and improvement.Finally,summarized the analysis results and deficiencies of A power plant performance management,and tried to look forward to the perfect direction of the optimization program.This paper mainly uses questionnaire method,interview method and literature research method.This time,use the performance management questionnaire of A power plant production department to know about the current situation and existing problems of performance management in A power plant production department and to optimize the design of the program to provide basic materials.The interview method is to talk with employees at different levels in the power plant and production department.It is a more comprehensive understanding of the current situation of performance management and personal attitudes and opinions,and is intended to improve the content of the performance management optimization program.Literature research method is through finding and reading a large number of performance management related papers,journals and books to have a better understanding about the performance management theory and the latest theoretical achievements.Then combined with the current situation and existing problems of A power plant performance management,this paper proposes an optimization plan of performance management as a whole.The main innovations of this article:Firstly,the current discussion of the performance management system of thermal power plants mostly stays at the company level,and there are few indicators in the production sector.Through the overall steam supply and electric supply in the power plant,the demand indicators will be decomposed into water,heat,steam turbine,electrical workshop to find the quantitative indicators of the operation of the production workshop and to explore the performance management system.Secondly,enterprises focus on environmental indicators in the main concern of sulfur dioxide,nitrogen oxides,particulate emission standards,but as for the desulfurization facilities operation,desulfurization and denitrification cost control and other relevant quantitative indicators,there is no clearly definition.Based on the field operation of the desulfurization section in A Power Plant and the daily management analysis,this paper proposed a relatively fair and perfect desulfurization section performance management system.Thirdly,although the research object of this article is the performance management plan of the power plant production department,the research process and conclusion have a universal value to the performance management of the general manufacturing sector.
