Evaluation of sea area is an assessment to resource value of sea area and has become a fundamental work to make reasonable use of sea area resources. Sea area grading is basic and essential in assessment of the sea area. In order to promote the management of the real right of sea area and the process of paid use of the sea area,rationalize the marine resources, improve the efficiency of sea area grading, make the sea area more scientific, it’s very necessary to establish a decision support system of sea area grading.According to the sea area grading technology system of marine public welfare project. Firstly, the sea area grading system and attenuation model of grading index are studies deeply in this thesis. Secondly, from the point of view of decision support,the feasibility of using remote sensing image to extract coast type, sea water quality and water depth automatically is studied. Then, to assist the sea area grading, the decision support model of sea area grading index is constructed, relating to coastal quality index, water depth index and sea water quality index. Thirdly, the automatic method of all the grading index is studied. At last, the prototype of the decision support system of sea area grading space is built which is based on Arc GIS Engine,ENVI/IDL and Arc GIS Server. It makes comprehensive use of GIS, RS, network technology, computer technology and other means. Its core is the spatial database of sea area grading.The integrated management of spatial data of sea area grading and the grading service are realized in the system. Decision support for water depth index, sea water quality index and coastal quality index is provided. Sea area automatic grading to four classes of sea area is realized. The four classes of sea area are land reclamation, port shipping, breeding and travel and entertainment respectively. Release of sea area grading data and sharing of sea area grading information are also realized. All in all,complete solution for collection, update, management, grading, sharing of sea area grading data is provided.
