With the economic and social development, As an important part of informationsystem, Communication industry involves all kinds of information, such as networkinformation, fault information, customer information, service network information,etc, for the most part is related to spatial location, so constructing the mobile publicservice platform for GIS is the actual need of the informationization of MobileCommunication Enterprises. With the help of electronic map and geographicinformation system, enterprise can enhance the ability of management and decisionmaking, simultaneously ensure that the leading strategy goal of providing services tobusiness comes true.This paper introduces in detail the research and implementation process of themobile public service platform of GIS. The platform is designed on the whole throughthe analysis of requirements,including the overall architecture design,the goal and thecontent of construction. The choice of platform is the ArcGIS Server10.1,as apowerful tool for development of enterprise GIS system,it can transform resourcesinto service,then send out.This paper introduces the imple mentation of privilegemanagement system based on RBAC,it can realize the user management,rolemanagement,resource management and etc,and the paper focuses on the electronicmap system which combines JavaScript with no refresh technology,the map systemcan realize map basic function、information query and display、marker annotation、Hawkeye map、area measurement、print and etc,and realize the basic GIS servicefunctions and interfaces throuth the REST technology. Through this platformXinjiang Mobile multi-sectoral and multi-regional data sharing can be achieved, andthrough the establishment of Web geographic information service system under theB/S mode, users can browse and operate the map service by connecting the Web inany place, internal staff also can carry on unified management and maintenance ofdata.
