WebGIS is a technology which combines the traditional GIS technology and network technology together to publish the geographic data and GIS functionality to the network so that the users can make use of the geographic information and GIS functionality provide by GIS software in the way of web service.But the functions of most WebGIS are limited to the display and query geographic data,and the spatial analysis ability is very weak.The Costs and risks of developing spatial analysis algorithms from base will be so large that how to develope spatial analysis ablility Conveniently has large Practical significance. This paper studied how to implement spatial analysis methods in WebGIS by design the County ET Management Tool. This paper proposes three methods about how to add spatial analysis ability to WebGIS based on ArcGIS software architecture.The first is developing spatial analysis components using ArcGIS Engine to implement the spatial analysis operations,and release the results by the WebGIS deveplopment platform.The second is using the proxy mechanism of ArcGIS Server and call the ArcObjects components runing in the GIS server.The third is making models using spatial analysis tools provided by ArcToolBox and publishing them as Geoprocessing services in ArcGIS Server.This paper discusses the implementation mechanism system architecture and the advantages in detail.At last the paper implements the buffer analysis, spatial interpolation and raster statistics using these methods.In the design and development of County ET Management Tool,this paper illustrates the backgroud, module division and the design of the database.Then I use the method proposed by this paper implement the spatial analysis functions such as buffer analysis,contour of rain and ET data statistics.At last this paper displays the functions of the system. The implemation and appliance demostrate that the methods proposed by this paper can develop WebGIS with powerful spatial analysis ability rapidly and efficiently,but also the systems can run reliably and can be transplanted easily,which can meet the needs of users.
