In order to develop higher education, various universities in recent years gradually expanded the scale of enrollment. In order to guarantee the quality of teaching,it need to improve teaching—research conditions and learning environment, provide adequate experiment and teaching space. Therefore, many colleges began building a new campus. The new campus generally has great area, many buildings and underground pipelines,and also a long construction period. The new campus construction datas are usually associated with geographic location and elevation closely and have complex formats. The above factors increase the difficulty of the management of the campus, resulting in the current conventional methods of management difficult to achieve the effective management of new campus information and provide an accurate plan for the campus based on the decision-making. GIS provides a powerful tool for the management of the new campus information with its powerful data visualization, spatial database management and spatial analysis functions. It is an inevitable trend of the geographic information system construction of the university's new campus.The paper conducts the research to the GIS technology in the new campous information management with the practice of geographic information system development. First, according to the x x University's actual needs and characteristics of data, the paper makes an analysis of system users and system functions and designs the system architecture and function modules. Then with the in-depth analysis and study on COM GIS, ArcGIS Engine, database engine ArcSDE and three-dimensional GIS technology, the paper builds a geographic database of xx University new campus based on object-oriented data model-Geodatabase,determines the organizational structure of the data,and realizes the unified management of Terrain,,Planning,Engineering investigation's spatial data and attribute data using SQL Server 2000 database and ArcSDE 9.2 combined technology. Finally,on the basis of x x University new campus's geographic database,using ArcGIS Engine9.2 as the GIS development platform,the system uses object-oriented approach to programming. Through the Visual C # development language called ArcGIS Engine component library which provides the components of the COM agreement and using interface and functions related to develop system functions, the system realizes data loading, data editing, map browsing, video players,enquirying and searching,three-dimensional display,operators of space,three-dimensional analysis, system management and map printing functions.The system development as a beneficial development exploration of GIS practical application,establishs geographic information systems of x x University new campus, provides a platform and a visualization window for the show of the new campus construction information and complete,accurate and smart campus geographic data and basis for decision-making for school administrators. And it also provides an effective reference for the development of other campus GIS.
