After drawing the new service tenets, the current government commits itself to providing effective and high-quality services for the society and citizens, aiming to promote its own work performance. As for the government,it improves and promotes its performance through performance appraisal which thus is a governance tool for it. At present, the global governments start to concern about the topic of performance appraisal, which also becomes a commonly recognized difficult research front of public administration for scholars and relevant people. Therefore, how to build scientific and effective appraisal system and scientific indexes to realize rapid communication with government becomes a direction for the reform of global governments.The traditional performance appraisal method not only consumes high labor and financial resources as well as long time with low work efficiency, but also cannot achieve the fine monitoring of performance appraisal process. To better improve work implementation and deeply carry out appraisal work, this paper comprehensively studied the performance appraisal system of e-government affairs, designed and analyzed the system implementation so as to formulate the new thought for the system. Through comprehensive management of e-government affairs with information management, this system can achieve scientific allocation of work, monitor each task, and apply various information data to analyze and calculate the scores of performance appraisal, so as to reflect the fair and justice principles of appraisal and improve the performance of individuals and organizations.Firstly, this paper expounded the research background and significance of the topic, explored the development process of informationized structure in China, introduced some current methods of performance appraisal, and illustrated the approaches applied in developed countries in performance appraisal. Secondly, it analyzed the performance management system of e-government affairs in Xingren County. Thirdly, it designed the overall structure of performance appraisal system and analyzed relevant sub-systems,including system structure, functional composition, environmental requirements of software and hardware, as well as key functions. By analyzing the performance appraisal management system of e-government affairs in details, it designed network structure, functional structure, processing flow of the system, and implementation safety. Fourthly, it analyzed the system realization and test, including the selective environment, system codes and realization interface, and then some functions were tested. Finally, summary and prospects of the paper was conducted.
