With the development of the second land investigation and rural property right system reform, the management of rural adjudication of land-rights is in full swing. In order to solve the problem of the farmer contracted plots of land area is not accurate and the "four reach" (the name of four adjacent direction of the land parcel in cadastre) is not clear, and promote the management of rural adjudication of land-rights is simple, standardized and efficient. In this paper, we designed a management system of adjudication of land-rights in central district of Neijiang city which based on ArcGIS Engine, ArcSDE and SQL Server. It is mainly related to the theory of Geographic Information System and combined with specific circumstances of adjudication of land-rights in central district of Neijiang city. At the same time, we analyzed the needs of users, characteristics of rural land data organization and the key of technology used in current adjudication of land-rights management system. The new system which we designed is friendly, simple, strong operability and the functions is more powerful. Through the innovation of the "four reach" function, it can realize the basic operation function of the adjudication of land-rights management and the whole system runs smoothly to achieve the desired objectives at the end. The main functions of this system are as follows:1?The system realizes the integrated management of graphical and attribute data. The system can input a large of spatial data and batch import attribute data directly. A large of data is stored in a large relational database SQL Server by using the ArcSDE spatial engine technology. Extracting images from the database to achieve the display, the basic editing and elements of the operation, etc. The system also realizes the editing function of plots elements, which contain the merging plots, dividing plots, deleting plots and attribute information editing, etc. In the edit operation of the block attribute information, the system innovation design "four reach" algorithm to achieve accurate positioning is a plot of the "four reach" and related attributes to add.2?Another major feature of the system is query plots. It is mainly based on attribute query (including by name, size, number and so on), spatial query (including professional information query and rectangular box query and polygon query) and plots historical backtracking search in a variety of ways.3?The core module of the system is designed to manage the plot, and the plot management has realized the function of the plot information registration, audit and change.4?The system packages part of ArcGIS Engine APIs to make it more efficient. It is designed for three layers architecture, and the function module of addition and deletion has a certain independence, so it is easier to maintain. At the same time, we combine beautification technique with ArcGIS to make the interface more humanization.
