In recent years, with the promotion of personnel system reform in China and the development of primary and secondary schools, the staff scale in the schools has been expanded. The importance of personnel management has become increasingly apparent, as it is one of the core duties of the departments in charge of education. Especially for some county departments, the large number of faculty and complicated staff type bring into a wide variety of personnel management business. As in the Shizhong district of Zaozhuang City, for example, there are about 5,000 in-service faculty members and nearly 900 retired teachers and staff members. Among the in-service faculty there are professionals, administrative staff and logistics workers, and the professionals can be further divided into full-time teachers and tutoring staff. Since the establishment of modern personnel management information system is not only the basic work of building a good teaching faculty in the schools, but also a prerequisite for achieving modernized personnel management and accelerating scientific decision-making process in primary and secondary schools. Therefore, complex as it is, personnel management in educational administrations at various levels has a heavy responsibility and must be completed with high quality.According to the need of strengthening computerized personnel information management in primary and secondary schools, this thesis is based on the current development of management information system and the actual situation of responsible educational institution. It is to design and develop the Information Editing Management System of Personnel Management for Shizhong District Bureau of Education, Zaozhuang City. In accord with the content and features of personnel management, and with full focus on the prerequisite of interactivity, simplicity and visualization of software operation, this system can provide timely, accurate and comprehensive data and analysis, so as to effectively improve work efficiency and quality of the education departments as well as the efficiency, reliability and real-time property of decision-making, and finally to realize modernized personnel management.After analyzing and studying the technical basis of information management systems, the paper makes a systematic analysis by structured analyzing the personnel management information systems, including surveying and analyzing the organizational structure, business management processes and user demands of the existing system. On this basis, a logical system model is proposed, which also combines with database-related theories and the actual situation of the personnel. Then the conceptual structure and logical structure of the database are designed, using structured design method to design the system. The physical model of the system is then put forward, selecting Microsoft SQL Server, the Windows-based relational database management system, as the platform for server of the system, adopting object-oriented visual development tool Visual FoxPro for system client programming. Finally a simple, practical and user-friendly Personnel Management Information System with good extendibility has been developed. The practical application shows that the system meets the design requirements, and deserves popularization.
