Primary and secondary school teacher performance management is an importantpart of teacher management, which refers that primary and secondary schools carry outindependent audit, inspection and evaluation of economy, efficiency, effectiveness ofprimary and secondary school teachers performance management work. Due to theimportant role the level of primary and secondary school teacher management playsdirectly in the country’s economic development and social stability, China’s financialsupport for primary and secondary school education development gains more and morestrength, with the dramatical increase of fund for the development of primary andsecondary school. The public is very concerned about the efficiency and effectiveness ofthe fund for the development of primary and secondary schools in the process wherethe Government shoulders public responsibility. It not only urgently requires primaryand secondary schools to set up an index system for primary and secondary schoolteacher performance evaluation, but also turns to focus on the evaluation of theGovernment’s commitment of public economic management, actively promotingprimary and secondary school teacher performance evaluation with the content ofeconomy, efficiency and effectiveness.The paper discusses the computer program structure problems of primary andsecondary school teacher performance evaluation index system, based on the drawingon the latest research results of performance evaluation at home and abroad. The paperelaborates the basis, principles and content of the construction of primary and secondaryschool teacher performance evaluation system, from the analysis of the theoretical basisand its practical significance of performance evaluation. It puts forward the necessity ofbuilding performance evaluation system, with the guide of the national strategicdecision-making about primary and secondary school teacher performance. Through theliterature search and investigation visits, we have analyzed the main problems existed inthe primary and secondary school teacher performance evaluation process, and we haveconstructed a index system of primary and secondary school teacher performanceevaluation. On this basis, it focuses on the program and method of the primary andsecondary school teacher performance evaluation. With advanced computertechnologies, and the usage of performance evaluation index to evaluate the actual situation, we have developed the performance management system suitable for theactual situation of primary and secondary school. At the same time, the paper exploresthe found problems preliminarily, and puts forward some useful ideas.From the background of management, the paper first introduces the index systemof primary and secondary school teacher performance from the three performance indexsystem of primary and secondary school teacher performance evaluation, after theunderstanding of the study on the current research situation of primary and secondaryschool teacher performance at home and abroad. It also demonstrates the teacherperformance and evaluation detail rules of Bache secondary school in Wujiang district,which lays the foundation for later study. Then the paper analyzes the primary andsecondary school teacher performance management system from all aspects anddescribes the design of primary and secondary school teacher’ performance managementsystem from system design principles and structure to specific database. Moreover, itintroduces the realization of system function module of performance managementsystems in detail. Finally, the main module function of primary and secondary schoolteacher performance management is tested, reaching the effect of the test.
