With the development of Internet in China, network environment for office automation get a certain degree of popularity in varied industries. In such context of information era, office information construction is turning into a necessary requirement for various businesses and government bodies.93 Society is a political alliance party which is mainly composed of high and intermediate intellectuals in scientific and technological community. The party is a cooperative party who is a close friend and follows the leadership of China Communist Party (CCP). 93 Society is the unity of progressiveness and extensiveness, and is a participating party committed to the cause of China-characteristic socialism. 93 Society Tianjin Committee has not built website system till now, and it is adverse to efficient development. With the rapid development of contemporary information technology and the popularity of broadband networks, many enterprises, institutions and public places have been building wireless network environment. So, it is imperative to carry through Government electronic information network building.In order to go deep into researching in the field of e-government and apply methodology of software engineering to the e-government system developing, I decided to research and develop its official website system for Jiu San Society Tianjin Committee.This website system is a browser-based B/S information management system, and mainly adopts ASP Web applications technology running on Windows Server IIS environment. Database chosen Access 2007. Use Photoshop CS4 user interface system designed and embedded in a number of animated elements. This website system is expected to achieve two objectives, one is to better play the social role of Jiusan Society through the website, and so that more people know about the 93; the other is to implant part of OA features in this system so that to develop 93 Society Tianjin Committee administrative affairs toward the direction of E-government and also improve its efficiency.This paper focuses on the website system of 93 Society Tianjin Committee. Firstly , the paper systematically elaborate the whole process of project development from theory to practical application. Moreover, it has a detailed and practical case analysis through the description user interface designing, ASP program applications, web database design animation designing as well as technology integration among them during the project developing process. Secondly, a detailed introduction and analysis of the system functions and user manual are included. Finally, the last part is about the summary and prospect of this project developing and application and also the development of e-government.At present the website system has been officially put into use. Through application of this system, 93 Society Tianjin Committee popularity is promoted on the Internet. It also facilitates the construction of information management and wins approval and praise both inside and outside society widely.
