Since man entered the industrialization society, people face the crisis seems to be more and more complicated, it is not only the crisis that the nature brings threatening the people’s life and development, human’s crisis has also gradually become a threat to the existence of their own strength. Be threatened by growing crises, frequent risks of social reality, people once again force to explore the truth to save their own; and with the development of modern government,it’s resources allocation ability growing more and more powerful, the government has become the focus of people facing the social crisis.Apart from the basic risk society brings to people, the development of media technology, media popularization of modern society, people always around medium and survival; but because of the expansion effect of media itself and the "mimetic effect", with the self media era anonymity, crisis events happens in real society are often spread unchecked quickly, even as the limitations of the communicator quality itself, such as rumors further impact on social stability, social risk in social media being more serious. As the maintenance of social order, how to use the media, and guide the healthy flow of information flow,become task once falls on the special organization of the government shoulders again.The government crisis communication has become a hot academic research。At present, the theoretical circles both at home and abroad on government crisis communication mostly focuses on management, public relations perspective, and produced a large number of practical mode of crisis communication, however, the real from the perspective of communication, based on the risk society and the transformation of social staggered our social background of crisis communication theory is very rare, and even can be said to be almost no.This paper attempts to put forward a feasible mode of crisis communication is in the period of social transformation and the increasingly frequent international exchanges of the Chinese government.
