E-government, a new concept resulting from the development and application of the network in recent years, is about reforming the traditional "government administration" process with modern management thoughts, integrating the government administration and services with the network by making full use of information and communications technologies and aiming at providing quality, standardized, transparent and comprehensive world class management and services beyond time, space and departments. But today, some government agencies stays at non-network processing and paper issuing stage, including file processing, information releasing, publication producing and issuing, which lacks efficiency and produces wastes and hard to accumulate data for later work. Therefore, it's imperative to establish e-government system.Based on the full analysis of the construction of e-government system, the article theoretically studies its developing needs, master plan, architecture, other function module and the specific implementation techniques by researching e-government system's theoretical base, the multilayer MVC mode and SOA system.First of all, the article states the study's background, contents and its related platform demands and technique features. Secondly the article introduces the core technology needed in constructing e-government system, and function modules required in the system. Then, beginning with the SOA architecture, the article gives out the whole system plan, focusing on its administration which is divided into five segments, and thoroughly analyses its unified user management and unified authorization management. After that, the article systematically related other segments. Finally, the article analyses the function platform of the system and its main components--the filing module and its implementation.
