The emergence of New Media, especially the outset of the 3G's age, not only changed the media propagation path, mechanism, form, procedure and route, but also the relationship between media and government regulation. New Media is open, diversified, disorganized, equal, free and interactive, which posed a new challenge to government regulation, as well as an unprecedented historical opportunity for the establishment of the new model of government regulation.New media industry not only shoulders the social responsibility of dissemination of information, but also has significant public nature. Governments of all countries pay much attention to the regulation of new media industry, as it is an essential institution arrangement for media industry development. Because Chinese government puts much emphasis on its ideological component of media, media institution is defined as "publication unit executes enterprise management model" with two completely different organization logic rolled up into one. Although Chinese media industry has actively promote reform both at home and aboard, and media industry is taking shape, many deep-seated problems that restrict its development still exist, government regulation needs to make breakthroughs to emancipate the productive forces. Thus it is of great importance to carry out research on reform of government regulation from the perspective of institution economics.As new media plays a more and more important role in social life, how to promote the governance capacity of the party has become an urgent problem to be tackled. The party's leading and ruling status is not inherent, nor sth can be completed once for all. We should be prepared for danger in times of safety and enhance hardship consciousness. From the success or failure experience of some ruling parties around the world, strong ability of utilization media and powerful public opinion influence determines the solid ruling status of the party.The basic idea of this thesis is, firstly, to define the concept and scope of New Media; secondly, to analyze the significance of government regulation at the new media's age, and point out that capacity of government regulation of new media is an essential part of governance capacity of the party. It is the object of government regulation on new media to consolidate the ruling status of the party. It is the strategic target of government regulation on new media to boost the image of the nation. It is the ideal result of government regulation on new media to build a harmonious society. Thirdly, to point out that government should shift its regulation pattern from puissant intervening to following the trend pattern, and shift its regulation method from economic regulation to social regulation. Last, to point out the strategic vision of government regulation specifically includes renewal of thinking, mechanism and method. This thesis combines theoretical research and typical cases analysis together closely, explaining that government should change the idea of regulation at the new media's age via MS. Deng's case from merely responding to positive intervening. This thesis also analyzes the significance of government regulation thought emergency response to breaking news event like Wenchuan earthquake, as well as government regulation efficiency on new media via "Green dam" event.This thesis consists of introduction, conclusion and five main parts.The introduction part briefly introduces reason and significance of this research, domestic and international literature review, research idea, analytical framework, etc.Chapter 2 starts from the concept of new media, analyzing in detail that the cause of rise of new media is the emergence and development of digital technology, network technology and mobile communication technology at the field of new media. Then this part explains the significance of government regulation at new media's age from the perspective of new public communication space and new communication media. Lastly, this part analyzes a scrap between new media and government regulation through crackdowns on internet pornography and MS' Deng's case.Chapter 3 starts from the basic connotation of government regulation on new media, analyzing the challenge posed by new media to the model of government regulation, explaining that government should shift its regulation pattern from puissant intervening to following the trend pattern following the trends of new media development.Chapter 4 demonstrates that government regulation capacity is an essential part of governance capacity. Firstly, it is the object of government regulation on new media to consolidate the ruling status of the party. Secondly, it is the ideal result of government regulation on new media to build a harmonious society. Thirdly, it is the strategic target of government regulation on new media to boost the image of the nation. Lastly, this part further demonstrates the significance of government regulation via breaking news event like Wenchuan earthquake.Chapter 5 demonstrates that government should shift its regulation method from economic regulation to social regulation. Firstly, establishment of access threshold is the basic approach of economic regulation. Secondly, implementation of industrial support policy is an important method of economic regulation. Thirdly, improvement of law and regulations is the pathway of social regulation.Chapter 6 presents the strategic vision of government regulation on new media. Firstly, the renewal of thinking, to shift the emphasis from publicity to propagation. Secondly, the renewal of mechanism, to establish the model of new media regulation following the law of market economy. Thirdly, the renewal of method, to return to the subject of new media properties. Lastly, this part analyzes and reflects the efficiency of government regulation on new media via "Green dam" case, meanwhile, presents the necessity and feasibility analysis of establishing scientific and effective new media regulation.
