In the history of human society, science and technology have been the revolutionary forces to promote the development .The spread of science and technology provides the ideas' weapons and spirit entity to improve productivity and production relations, political system and ideology of steering and social ideological trend of science and technology. Scientific and technological periodicals have been the carriers of conveying human beings' information and communication. They are the inevitable outcome, which played the significant role in spreading scientific knowledge and promoting the development of the society.Modern scientific and technological periodicals in China have come into being in the special environment of the social history. They have been one of the main forces of modern Chinese media, which were in the background of learning from the west rescuing the need and saving the trend of social science and technology. The developing process is inevitable, but accidental. According to communication rules, information can flow with material or energy, from the high potential space to the low one, which can have larger kinetic and effect. China was behind the western powers, suffering from the force invasion in history .From the spread angle of low energy, China had to accept the western countries advanced science and technology knowledge. This is the irresistible historical logic. As China's modern science and technology communication carrier of the development of sci-tech journals, this historical logic has been restricted. Therefore, when China's sci-tech journals have been a "passive" attitude tag-which began to spread. It is the historical rules, and the trend of the times.There has been the special effect in the regular development of Chinese modern sci-tech periodicals. Western cultures struggled hundreds of years for the separation of the religion and the secular. Thus, to study their development, to analyze the historical role, not only we can understand the influence and the facts of science and technology, but we know the important philosophy value to research the development.Based on the background of Chinese modern history, this article analysis systematically the coming -into -being and the development of the Chinese modern sci-tech journals, using the philosophy thinking, from history of science and technology. The first part of the article outlines the modern history background and the reason of germination of the Chinese sci-tech periodicals, which demonstrates the history of the development of sci-tech journals. It analyses the representative kinds of journals at different stages in history of sci-tech journals, and analyzed the modern sci-tech periodicals in Chinese's social background of character, which has certain theoretical significance. The second part of the article tells the evolution of the modern science and technology communication mode, from respective angles of the science and technology communication theory, combined with the historical background. Chinese sci-tech periodicals characteristics can be divided into three stages, evolutionary theory background factors and harmony, and through the analysis of Chinese sci-tech periodicals and scientific institution, culture, education, etc, the relationship between science and technology communication mode from the angle of sci-tech periodicals in China demonstrated to promote communication mode. In the third part, the article makes a summary of the development of the sci-tech periodicals, which reveals the historical role and demonstration, and in the contemporary background, analyzes simply some problems that should be paid attention to.Sci-tech periodicals not only occupies an important leading position in modern Chinese history, but shows great realistic significance for the scientific spirits and spread of contemporary science and technology development, promotes the construction of an innovation-oriented country, leads to contemporary science and technology progress , improves the spread of science and technology communication, thus they have the enlightening and stimulation for socialist modernization.
