With the progressing of Social Economy, it is promoted that the level of Society Informational. In this highly devoloping Informational Society, Electronic File is the main record form to carry the information. There are so enormous quantity of Electronic Files in the International World and it is hardly to use if there are not scientific method to manage them. Electronic Files Management must depend on an experienced software system. There are so many research and practice revolved around the management of the electronic files in the international world that can be studied and learned, while this study is rising up in our country. The purpose of the paper is to provide some prepare for the research and construction of our Electronic Files Management System.In the paper, we will discuss an Electronic Records Management System how to adopt MoReq2 criterion, while integrating real needs of college, using MVC architecture to construct. The function of the system is to implement "Capture and Archive", "Classification Scheme", "Controls and Security", "Retention and Disposal", "Search and Retrieval", "Backup and Recovery" in the Document Lifecycle Management, using this, the isolated Electronic Records combined perfectly, the "solitary island of information" joined up to be "information land ".After the system has been implemented, the isolated records are integrated, the records' security is promoted, sharing records can be more convenient, and working can be more effective.
