Design And Implementation Of A Role-Based Collaborative Participatory Assessment System

The traditional appraisal activity is based on the experts' evaluation, while for some public projects, such as public buildings, public landscape, and the new rural planning, need public to get involvement in the appraisal activity, therefore, the traditional appraisal activity is not fit to describe those projects. "Public participation in assessment of project" is a new appraisal activity promoted based on internet. This new appraisal activity needs people who are serviced by those public projects express their views, which are helpful to the project assessment. Moreover, making the projects available will promote assessment trust by the public. This thesis put forwards a role-based collaborative participatory appraisal activity on the basis of role-based collaboration, which could improve quality of public participation.The thesis firstly analyzes the process of the traditional appraisal activity, and then put forward a frame of the pubic participation appraisal activity according to the needs of public. The thesis considers that appraisal activity can not be decided only by the project owner or experts but the public, experts and owners discuss together and make the decision. The appraisal activity is analyzed by the role-based collaborative, which make the people as different parts. It regards the public participation in project assessment as a several roles collaborative participatory assessment activity and divides the activity into subtasks according to these roles. In line with the three types of activities of roles, the resources should be bound with the roles involved. The thesis suggests a model which describes the activity of public participation in appraisal project and divides the activity into four stages on the basis of the model. Then the thesis designs a framework of the public participation appraisal system which consists of four layers. Finally the thesis makes use of a case of public participation appraisal of the green building development to validate the practicability and correctness of the framework.By using the role-based collaborative public participation appraisal system, public express their views freely and play an important role in the appraisal activity. So the system can improve the quality of public participation.
