At present, the capacity of scientific research activities and scientific research capacities have become important criteria to measure the level of those century colleges, which also help to play a function , to realize the value of institutions, and to reflect the important aspects of social status.In this day and age, with the increasing popularity of information technology and the maturity of computer technology, it is, currently, the trend for century colleges to realize the informationalization of research management, to strengthen research management, to integrate the workflow of scientific research, which provide authentic and useful reference for decision-makers and promote the research management. This system provides timely and accurate information service, to enhance the level of management of projects and papers , and reduces burden of the production of statements, statistical analysis, which makes up the deficiency of manual management of research and papers. The system is able to manage research and scientific papers comprehensively, to provide data entry, multi-criteria query, add, delete, report output, such as day-to-day management of the necessary functions. This system made great effort in utilization.The programming language is Visual Basic 6.0, the operation system is Windows XP, the database management system is Microsoft Access 2000.
