The continuous development of Science and Technology with each passing day, our work and life have been improved deeply in the 21st century. With the widespread use of Computer and Internet technology, Management comes to a new stage. Management Information System was born. And it gets to use in the wide range of applications to the Management areas. Traditional manual labor in the management, such as artificial way to write and record, gradually is replacing by the Management Information Technology. It can enhance not only the efficiency and safety, but also can reduce the error rate. Personnel Management is complex and included a lot of information. Traditional management methods can not meet the modern requirement of the personnel management development. So it is necessary to take the Management Information System into the Personnel Management.In this paper, it describes how to use the Visual Basic6.0 as a development tool, SQL Server2000 as the database support, choosing the traditional C / S structure and the Windows XP as the system, to develop the Management Information System. It is made up by many parts included the basic information management, setting wages, personnel management, salary management, system management, tools and so on . The Personnel Management System can be used smoothly in the Jinan City Radio & Television Bureau.With understanding the actual work needs of the Jinan City Radio & Television Bureau, considering the economic and technological conditions, the system took the pre-survey analysis. It designed the relational database, giving full consideration to the feasibility, necessity, possibility.
